Bailey receives award during summit

South Carolina Representative William H. Bailey, left, is the retired Director of the City of North Myrtle Beach Public Safety Department. He brings valuable expertise in code enforcement to the S.C. State House. In 2025, he sponsored H3222, which updates code references, ties staffing requirements to the most recent census and authorizes Class 3 code enforcement officers to enforce state litter laws. During the annual PalmettoPride Litter Summit, he was awarded the SCLCA President’s Award.

PalmettoPride, in partnership with the South Carolina Litter Control Association (SCLCA), hosted an annual Litter Summit. This year’s Summit took place September 3-5, 2025, and brought together Keep South Carolina Beautiful (KSCB) affiliates, litter prevention professionals and law enforcement officers for program updates, networking and professional development.

As South Carolina’s statewide anti-litter organization, PalmettoPride manages the KSCB program and provides technical and financial support to local Keep America Beautiful® (KAB) affiliates. This support helps communities build and sustain effective litter reduction and beautification initiatives. A highlight of the Summit is the annual awards luncheon, where leaders from across the Palmetto State are recognized for their outstanding contributions to litter prevention.

The SCLCA President’s Award was awarded to the honorable William H. Bailey, S.C. House of Representatives representing District 104. Representative Bailey is the retired Director of the City of North Myrtle Beach Public Safety Department, bringing valuable expertise in code enforcement to the S.C. State House. In 2025, he sponsored H3222, which updates code references, ties staffing requirements to the most recent census, and authorizes Class 3 code enforcement officers to enforce state litter laws.

“Legislative action is critical to strengthening litter law enforcement,” said SCLCA President and PalmettoPride Enforcement Program Manager Samuel H. Ford. “Representative Bailey’s leadership on H3222 gives officers clearer authority and stronger tools to hold violators accountable, which is exactly what we need to protect South Carolina’s communities.”
